Disable Shelf and Clipboard History from popping up.

Finder and QS are the only running apps.
I open VLC or any other app
Do nothing with it.
I press Cmd-Q to quit VLC
Immediately, Shelf and the Clipboard History pops-up
Is there a way to avoid the Shelf and the Clipboard History from opening automatically?
