Mouse triggers seem to get disabled when context switching from the prefs pane occurrs (say to another app). Which makes it very hard to test.
The Current Web Page proxy doesn't work for me either. The Current Application proxy doesn't seem to work the way you had it either. Interestingly enough it still lets you right-arrow into it if you have it in the first pane and it will display the correct app as current. To be honest in my quest to understand this codebase I haven't yet reached stuff like proxies and mouse triggers so I might not have fast solution I am sorry.
