Usually spinning up disk issues is one of two things:

1. They indexed in the catalog when that's not what people want.
2. A Move To... action is really slow to populate the 3rd pane. This is because 
QS indexes the folders in the ext drive and has to build the list. But that's 
not quite what he's describing (unless his default action for whatever appears 
in the 1st pane on activation is causing this to happen).
