Unfortunately, the 'Toggle' action is only available for Applications,
which is why you're not seeing it for files and folders in Quicksilver. I
can see how this is confusing, as the action appears for files & folders in
the preferences. I have since submitted a patch which fixes this confusion.

I think your best solution for toggling a certain folder would be to use an
AppleScript saved as a trigger.
I have attached a working AppleScript, all you need to do is save it in
somewhere like ~/Library/Scripts with an appropriate name and create a
trigger to run the AppleScript.

On the first line, change the path (currently "/users/") to whatever path
you would like to toggle
