Quicksilver isn’t available until you log in, so it won’t be able to paste into the login window. As for other contexts, password entry fields have a few more restrictions on them for security reasons. I’m not sure why exactly, but it looks like Quicksilver’s “Paste” and “Paste as Plain Text” actions don’t work in password fields. I wouldn’t really recommend storing your password in this manner anyway.
