Somewhere around the 1.0.0 release QS started treating text with an URL inside it as an URL type. So this "this is a test http://test.com"; would be incorrectly treated as an URL so the "Open URL" action shows up above "Paste as Plain Text" for that item.
I can't just reorder actions because I want Open URL above Paste as Plain Text when I really do have an URL. It also seems just plan broken because if I do choose "Open URL" it passes "http://this%20is%20a%20test%20http//test.com"; to Chrome.
