I have a workaround for undesired actions appearing first in the 2nd pane:

Whenever a new app that has services is installed, its services often 
become the default actions for objects, knocking the user's preference down 
the list. For example, I get 'Create Snippet in Dash' for text objects, 
despite setting 'Paste as Plain Text' as their default action.

Avoid this issue by first having 'Paste as Plain Text' appear in pane 2 
when 'p' is pressed, then subsequently hitting ⌘⇧P with text in pane 1 to 
paste it. It won't matter what the default action is.
