This is probably due to a change to the way Services work in 10.9. It should be fixed in Quicksilver 1.2.0.
However, selecting Downloads in Pane 1 -> Reveal does open a new PF window (I wish it was a new tab in the current window instead) with the Downloads directory selected.
I’d recommend using the plain “Reveal” action instead of the one from the Services plug-in. As for the behavior, a new tab appears to be one of the choices in Path Finder’s prefs.
My guess is that the PF plugin (no longer?) works for some reason. However, if you go to QS preferences, Preferences tab, select Handlers in the left-sidebar, you can choose Path Finder to be the File System Browser, and that should make the normal Reveal work in PF instead of Finder.
The action that doesn’t work comes from the Services plug-in. The Path Finder plug-in is fine (as long as you tell Quicksilver to use it, as described above).
