I have the same issue.

I had a similar issue to this with the Safari plugin - it wasn't 
cataloguing any of the Safari bookmarks, even with proper permission 
granted in the Accessibility settings of system preferences security.

In the end, the only solution I could find was to the give Quicksilver Full 
Disk Access (system preferences > security & privacy > privacy > full disk 
access), then force a catalogue rescan. That worked.

That same fix hasn't solved the problem with 1Password.
