Patch for KDE Core section. Moves arts to recommended dependency of
kdelibs per discussion in #2484. Add optional dependency on sudo for both
kdelibs and kdebase.
Remove optional dependency on openldap from kdelibs. It is not checked
for by configure, and none of the source files in kdelibs #include a
header from openldap that I could see.
Moved Run Time Dependency section up next to the other dependencies for
both kdelibs and kdebase. Added runtime dependency on htdig for kdebase.
