The transport is defined at run-time via the --rsh=COMMAND parameter. Actually, the use of rsync client is very similar to rcp. You can to use it to synchonize files between any machines where you have a shell account. To can connect to an rsycnd server is an aditional feature useful when you don't have a shell account on the remote machine. Then, IMHO, for the server part SSH is a reccomended dependencie to can create a more secure setup.
