I don't think that everybody should be allowed a user, I would only give
editors and people that are going to contribute good information users.
A user shouldn't beable to just sign up and change the instructions for
any page.

If I understand the permissions above, WIKI_VIEW, WIKI_CREATE, and
WIKI_MODIFY would allow them to create pages, and modify the pages that
they create? If I created a page would I beable to give you permissions
to write to it?
