Do we allow anonymous logins?  My thought is no.
No needs to be moderated. I believe there is a way to moderate changes.
Do we provide a 'create login account' capability?  If so, I'd like to
see the ability to demand a valid email address similar to mailman.

What permissions do we provide non-editors?  The available wiki
permissions are:

I would say only
WIKI_VIEW       View existing wiki pages
WIKI_MODIFY     Change wiki pages

And people who want to help update the book with new packages, only after you approve them. Not to give blind access to creating pages, then the book could get bigger than before.

WIKI_CREATE     Create new wiki pages
