They have always been separate in the past. Only this last most
recent 3.11 version did they bundle them together. You can, however
still get separate versions, but why? At this time, the most recent
versions of both are bundled

As you can clearly see from looking at the .pc files, they would be
broken if you don't correct them. Doesn't matter if it causes other
problems, they are broken, and must be fixed if possible.
