I believe so.
Therefore, I don't think it should go in the book proper. But then,
if there is no harm (another thing that concerns me) to any
application which may link to Shilly's static library (I have no
idea if any do) or use the tools, then perhaps we should consider
it.
The only one I know about well is Nautilus-CD-Burner. It has a
fallback if the patch isn't there, but here's something relevant from
their NEWS file.

But because the author will not use it, gives great incentive to
say this is 'Locale issues' stuff.
I suppose so. Well, I've still got some testing to do, so we'll see
if anyone else weighs in. I'm CC'ing Alexander since he knows the
most about this situation.
