Noted in Chapter 2 of the book:

The general policy of the book is to include patches that fall in one
of the following criteria:

Fixes a compilation problem.
Fixes a security problem.
Fixes a broken functionality.

In short, the book only includes patches that are either required or
recommended.

You may want to somehow omit the word "Optional" and somehow describe
it that way though. I typically use:

Required Patch (to fix broken functionality in certain non-US
locales)

(of course put the right description, that was just an example)

This way, the patch is still reflected as "required", yet folks know
it is not required if they don't fit the parenthesized comment).
