I don't want to mess with your work, but you can try "forcing" gdm to 
read environment file ... Since gdm is run as gdm user, you would need 
probably to create environment files in it's home directory. Anyways, 
you can also try using pam_env in gdm's pam configuration files and make 
it to read some file with gdm specific information. ie, "auth required 
pam_env.so envfile=/etc/gdm/environment" or something like that. I hate 
that wrapper script, since it isn't usefull for anything here. I even 
patched build system to remove it's building, and just let gdm-binary be 
gdm.
