The libxml2 instructions do already say that several packages
depend on the libxml2 python module.
The actual dependency on the libxml2 python module is actually a runtime
dependency for gnome-doc-utils (which gnome-panel needs). Perhaps there
could be a note about this runtime dependency in the gnome-doc-utils
instructions.
