I don't understand what you are asking about
/usr/lib/cups/backend/usb. It's a library. If I run it from the
commandline I get a return code of 0 (on 1.5.0), so it is perhaps
capable of being invoked - but how ?

 I'm attaching cupsd.conf and printers.conf. I'll remind you, and
anyone else reading this, that I avoid libusb and use usblp, so some
settings might not be what you need. It looks as if my cupsd.conf
has its default settings.

On my 1.5.0 system, everything in /etc/cups is owned by root:lp
*except* client.conf, command.types, gstoraster.convs which are
owned by root:root. /var/spool/cups, and all its *files* are
root:lp, /var/spool/cups/ is 770 plus a sticky bit.
