My particular build order is
libusb(x)
libpaper(not absolutely neccesary)
cups(before gtk(2,3), for spooling as Ken says)
lcms(2)
ghostscript (build ijs first)
a2ps
foomatic(filters, db-engine,db) and/or gutenprint (don't build it myself
as no driver for my brother laser)
poppler(re-build after qt is installed)
cups-filters
then I would build hpijs for my ancient deskjet 5500 (if needed)
Most desktop printing is now based on pdf rendering
