I can address both your queries.

First, there should be an access telephone number you can reach that will 
allow you to contact them, toll free in your particular country, or, at 
least, you can access their support site, and find out the telephone number 
for your country, in terms of obtaining customer support via telephone.

Secondly, OEM does not mean pirated or illegal, it means original equipment 
manufacturer, and that just means that you received a scaled down version of 
the program, without all the technical manuals that normally accompany 
retail box versions of Windows.  I also don't believe that they will ask you 
for your serial number, since you have an update issue.

If you navigate around in the Windows update site, you will find that 
Windows updates are eligible for free technical support, whether you have an 
OEM version or a retail box version.

I also confirmed this with a call of my own, when I experienced a similar 
version of the problem you are having.  Unfortunately, I can't remember, 
off-hand, what the fix for it was, otherwise, I would write it up for you 
and send it over the list.

Another thing you have going for you, is the fact that you are a blind 
individual, trying to access your computer, which, in and of itself, is 
difficult, and they will recognize that, so, if you wish, you can play this 
angle up, and they will send you out a tech support person if they can't 
resolve your problem over the telephone.

What I really hope is that you have a broadband connection, so you can call 
them and access the internet at the same time, to save time and hassle, 
because if you can't try out the fix with them on the telephone, you'll have 
to wait another half hour on the queue, when and if you call back to tell 
them their fix didn't work.  Smile.

Regardless of what you decide to do, you can also resort to e-mail technical 
support, in which case, they will tell you the same thing, that Windows 
Update issues are a free ticket with customer support.
