The instructions Rick gave you were correct. You should try again. There are other ways of showing hidden folders but try Rick's way again first.
The owners folder is the folder with your name so there is no problem there. Can I ask why you are trying to get into the Local Settings folder? It is hidden for the reason that you do not normally alter anything here. Changing settings is normally through other windows features such as applets in Control Panel. If you tell us what you want to do then we may be able to help more.
