If you haven't gotten that file yourself, no.
That file is a registry file. It means that it can change the very core of
Windows if you "add it to the registry". My advice is to delete it if you
don't know where you have got it from.

I tried to do a search for this and found nothing. Is this something I
should add to the registry? Any and all advice will be greatly
