Doug, Have you ever tried using the "StartMenu" instead of the "DeskTop?" I have never used the DeskTop because of the "mess" that you describe! I find the StartMenu to be very quick and it is customizable.

Maybe you could even go to my computer, go into your c drive, press alt l and it should organize your desktop stuff in rows.
