I think it is, but that means I can get it to automatically run NVDA on it
when I plug it in (after a minor prompt), which means I can implement it to
use other computers that haven't got screenreaders on them.
It did seem to come with some stuff installed on it, but the first thing I
did was just format it.

Just as long as it's not one of those u3 flashdrives, it just comes up as
a
drive, most u3 drives have a program by default that you can remove the
software and convert it back to just a regular drive.
