You can customise this by going to configuration Manager and then selecting customise punctuation. Press the advanced button and you will be taken to a screen where there is a list of punctuation characters including blank. Tabbing around here will allow you to edit settings.
However I would counsel strongly against making the amendment you are considering. Jaws says blank for a reason. This is so you can detect when you are at the end of a line or if you are travelling over a blank line. It can be very confusing if you do not receive this feedback and you can get completely lost when trying to edit files. If you can see where you are to an extent this removal of blank feedback may be ok, if not I think you will have problems. It sounds to me that you are trying to read simply by pressing the down cursor key on web pages and documents. If you do this you will indeed get annoying instances of blank read out. If this is the case try reading using some more useful commands than simply pressing the down arrow, such as control down arrow. This will allow you to read a paragraph at a time in Word and on web pages without having to hear the dreaded blank sound. You could also experiment with alt down arrow which will read a sentence as oppose to a line at a time. Finally say all will not read out blank lines and you can always interrupt the say all command if you want to.
