I'm also using the latest version of jaws 10 (I think 1151), along with IE 7 and OE, and haven't really found these problems at all.
Often enough when I start outlook express, it initially says something like my first entry in the address book, but immediately afterwards, it in fact reads the top message in the list, and if I hit enter on them it reads fine. Only thing I can think of off hand again is to make sure all parts of outlook express and IE are in fact maximised - Alt + space, and then the letter X.
