I know it doesn't always, but sometimes it does. Honest truth, for this type of thing I actually generally use the windows key + B key combo to focus the windows own cursor in the system tray, and I normally get jaws cursor to also follow pc cursor, and then use left and right arrow keys to move it backward and forward, since it seems to help having the mouse (jaws) cursor also focusing on the icons there since that sort of recalls those tooltips, and you can then either generally use left click or right click to generate context menus, and this does sometimes work a bit better than the jaws list of system tray icons.
