Hey Ken,

I tried the steps that you mentioned, but when I get to the picture option, it 
says that it is
unavailable.  Am I doing something wrong?

Not sure about Outlook 2000, but in Outlook Express 2003, here are the
steps.

1. Go under the insert tab on the menu bar.
2. Arrow down to picture. Hit enter.
3. It will bring up a normal dialog box where you can tab over to browse and
then find the picture you want to insert.
4. Hit enter and then send your email as normal.
