True, but it actually answers the OP's original question, regarding
setting up a website and file transfer access; read the original message
and subject line. Also I have never seen any provider in the U.S. that
does not allow it/blocks it. I can't speak for providers outside of the
U.S.

That will only work if you're online at all times, and if your own
machine 
won't be blocked from public access by your provider, your router, etc.
etc.
