It really depends on an option in the options dialogue box of almost alol mail clients relating to whether it should send a message immediately, or place it in outbox until next time either the user initiates the send/receive, or it happens automatically, and this is partly since in old days, and still nowadays for some, they're not actually online continuously - but connect specifically for things like send/receive, browsing specific sites, etc.

Hmm you'd think it'd go straight off to the Sent box if one sends it from
the Draft box. Oh well basically anything found in the Out box I thought was
sent but obviously isn't , just send again :). Thanks.

Like Janie said, messages that are waiting to be sent will be in outbox, and

those that have been sent will be in sent items.

Drafts is generally where a message gets saved if you started composing it, and then decided to close it, but save the current version, until you finish

it off later, and tell it to be sent, then it will be moved to the outbox.

What is the  purpose/usage of having both a "Sent" and "Out Box" in
Outlook?
Unsent messages go in Drafts which is good, but I see messages both in Out Box and Sent? I'd guess it is not built in redundancy and must be a reason
for both.
