Gotcha. Coincidently, yesterday, I somehow lost my Start menu icons except
for all programs and could not figure out how to get them back. Everything
was fine when I booted up in the morning, but when I tried to shut down my
computer for the night with Windows key-U-U, I discovered that my Start menu
icons, including Control Panel, Internet Explorer, Outlook Express and
about ten others had disappeared, leaving only All Programs. So I performed
a system restore to the previous day, and the Start menu was restored to
normal. I'm using the XP Start menu, which explains the absence of a
Settings icon. But if I ever lose my Start menu again, at least I know now
that I can access the Control Panel through the Run dialog.

If you are using the Classic start menu, control panel is located within
the
Settings sub-menu,
and with the XP start menu, it shows up as Control Panel.

this question might have already been answered .
in windows xp if you go to settings in the start menue and right errow to
open the sub menue you will find control pannel listed there.
