in xp if start menu is set to classic start menu setting appears else
control panel appears directly.

On my XP Start menu, there is no such item as Settings. The only item
that comes close is Set Program Access and Defaults, which contains no
reference to the Control Panel. What am I missing?

this question might have already been answered .
in windows xp if you go to settings in the start menue and right errow to
open the sub menue you will find control pannel listed there.
