In tehory, of course they should.

In practice, they usually don't, whether by ignorance, or because they estimate that the cost to add such features don't cover the benefits that they could get in blind people buying the game. Go explain them how many we are in the world...

However, I seriously doubt that some types of games are really accessibilisable. It depends on the core game mechanic, and, ammong others, the need for a permanent global view at opposed to local/1st person view.
