Certainly blind people can learn and play chess.
You'll probably need a tactile board and pieces. The boards have raised
and lowered squares and the pieces have pegs so you can feel where they
are without knocking them over, but once you have those you can play
just as well as a sighted person.
I suggest contacting any associations for the blind or other people who
might sell accessible things wherever you are in the world, and see
about getting a tactile chess set, since they're very common and easy to
find, indeed you could probably get one online.
After this, just ask your dad to show you.
there are lots of online resources to learn, as well as various
accessible programs, but imho it's always better playing with a human
being, though don't expect to be any good without practice.
