As I say, she was mentioned in a letter I found in the abandoned lumber mill. I figured if I found her it would kick off a quest. It wouldn’t have surprised me if I had missed her house, I only just found Nigel’s house which I wasn’t even aware was there.

The only real consequence is that you can’t get Wilhelm signed up as one of the guards. Don’t worry though, the quest won’t show up with Wilhelm dead, so long as you complete the other quests, you’ll be fine and the game will be complete.
