lol, I remember the first time I looked into a  Dungeons and dragons manual. 
It was like trying to learn a whole other language.
It is best to understand the basic game rules first before trying to handle 
the monsters and  the players information is the best way to learn.
Spells are arranged like this. There are nine levels of spells, with level 
zero being the weakest level. Since there are two kind of spell casting 
classes spells are also divided into two seperate groups. Divine  spells are 
cast by clerics and druids, palidens and rangers. Arcane spells are spells 
cast by wizards, sorcerers, and bards.
Now some of the listed classes  have limited access to  these spells and 
their spell ability might only allow them to go as high as , I think fifth 
level spells.
Spell levels and character levels are two diffrent things, and are 
exclusive. This means  that a fifth level wizard does not have fifth level 
spells. There is a chart that shows a characters spell progression as they 
increase in level.
Other factors also influence spell progression such as high attributes.
Some monsters can cast spells either like characters or as a natural ability 
and it is neccessary to list the spell caster level of that monster in order 
to  know how powerful that certain spell might be.
This goes into a whole can of worms, but most spells get stronger as the 
caster goes up levels.
For example a tenth level wizard can cast a more powerful fireball than a 
fifth level wizard.

All rolls  involve adding in various modifiers. These modifiers can be 
garnered from  attrubuttes, racial traits, class levels, and other bonuses 
awarded thru something called feats which are special abilities  gained 
every three levels, with certain exceptions.

I will try to explain more in that intro I am going to write. I will try to 
give you a feel for what goes on in a game and  perhaps what a game world 
might consist of. Hang on, it only gets easier lol.
