Part of what makes the mouse a useful tool for sighted folks if that they have control over where it is, and they are also able to see where it is on the screen. Mice are widely used in a lot of first person shooter games to have more accurate aiming. You have your survey out now, so I'm sure that will help you get a broader range of opinions.

But as to your comment that you don't think folks would want to use a mouse, even if they had one, I don't understand why you think so? Just because something isn't widely used yet doesn't make it a bad tool does it? I personally have never played an accessible game with a mouse before, but I find doing so in this game a lot more fun than the keyboard, and as well, you need the ability for subtle input to put up decent lap times in Rail Racer. I will probably program in the option for keyboard control, but I think to enjoy the game as it was designed will require the kind of analog input only a mouse or steering wheel/joystick can provide, but it would seem a lot of blind gamers that don't have joysticks or steering wheels would have a mouse.
