This message has two paragraphs.  If you think you are not interested in the 
first one, skip to the second one.

Actually I am betting on congealed  oil in the bearings.  About the only 
cure for this is to dissolve it with new oil.  The right way to do it would 
be to tear down the motor and clean out the bearings with kerosene but 
that's a lot more work then a couple of drops of oil.

Dan.  Some of those box fans place a resistor in series to cause more 
slippage in the induction motor and let the fan run slow.  This works with a 
fan because the load on the motor is always the same at a given speed.  The 
resistor is usually not recognizable as a resistor but is distributed along 
the cable connecting the switch to the motor.  In such a fan the cable will 
feel slightly warm after prolonged operation at medium or slow speed.  The 
distributed resistor can become open, that is, burned out, although there is 
not likely to be any burned smell or scorched insulation.  The fan might be 
repaired by replacing the resistance cable with a discrete resistor.  A more 
usual way of changing the speed of a fan is to have taps on the motor 
winding.  Such tapped windings are more expensive to manufacture than a 
simple coil.  Which method is used is an economic decision by the 
manufacturer.  Whether a tapped motor winding or a resistance cable costs 
more.
