That is all very interesting, however what I really was wanting to know is
not how to interpret the information on the meter but is there a way for a
blind person to read the meter such as a speech output that could be
attached in some way.
We live out in the country and we rent so There are 3 meters on the
property. one for our usage, one for the yard light, the well pump and the
Quonset that some one else rents. the third meter is for the other half of
the house. The house is quite large and has been split into 2 rental units
and at this time the other unit is not occupied.  So we agreed to read the
other 2 meters for the wonderful old lady that we rent from.
Thankfully so far we have not been subjected to those new  meter readers.
which is fine with me. I would rather moniter my own usage.
