Hi Robert
I do not think so not unless someone comes up with a New Device and then it 
would be only permissible with the Power Company's  Approval because you are 
accessing their usage information.
I think they would be afraid that tampering of some kind may occur.
There are some things we as blind people can do and some which we can not.
I work for a Power Generator and have not heard of what you are asking.
But there are many clever people out there who may be as we speak developing 
this technology. .
