Could you direct the roof drainage toward the front? Maybe even just trench a foot or so deep around the outside of your property, around the perimeter of what ever yard you have and bury a run of tile in gravel to act as a sort of weeping bed come dry well.
Your present system is likely to give trouble all of the time since all others below you are also dumping into the pipe. It will soon reach it's capacity. If even one sanatory system drains into it you are likely to eventually be visited with some unwanted floaters. I would think that plugging the drain will only cause the water to back up against the building and eventually it will run over the yard and to the neighbour anyway. Pumping it off of the floor, even with a powerful pump does the same thing.
