Kevin, a fiberglass ladder basically will not conduct electricity. The problem lies with the voltage level and surface dirt. I am not sure at what voltage level it starts at; but when around high voltage lines that run on top of poles and near buildings, one has to allow room. Voltages in the 12,000 to 15,000 volt range will follow a path to ground, it does not necessarily need a conductor, just a potential difference that leads to ground. Humid situations with dirt lower path resistance and allow path flow at lower voltages. One also has to remember that at those voltages, survival rate is next to zero. ..................bob
