Did you break off the head or a nut end?  If it is the head the remaining part 
is likely stuck in a threaded hole or some type of nut fastened insid.  
Approach this by the standred methond of drilling a small hole in the center 
and using easy outs.  It doesn't hurt to drill out with encreasing larger bits 
untill very little meat is left.
If you broke off a nut end then it will work better to remove the upholestry so 
you can work it from the inside.  Work the upholstery from the corner closest 
to the bolt so you don't have to totally remove it.

  I've got a broken chair here. Made of metal. One of the bolts holding the 
back of the chair to the frame broke off, leaving a small portion of the end of 
the bolt in the hole. It doesn't stick out, so I can't get a grip on it. Any 
suggestions on getting this little piece out so I can fit a new bolt in?
