The thing is to have something substantial, with a bit of heft behind it. it helps if it is wide enough, three or four inches. The action is a sort of scraping to knock the high points away.
Before you lay anything else down the surface needs to be flat and quite smooth. You can get special self-leveling plaster if necessary to help with that. Be sure the surface is clean and free of any grit before trying to lay the new flooring.
