Dan: I'd try and buy one from either a U-haul or other truck rental outfit. WE used to have some that were really heavy duty with tracks that were probably an inch wide. They also had a roll of cargo strap with a leaver type arrangement that allowed you to secure your load. The foot or plate where an appliance would rest wasn't all that deep on the ones we had though, so you would likely want to use a trash barrel or something like that to actually hold your bags of cement.
