I believe, if it's the capacitor, the motor on the compressor won't start at all. If it seems like it is starting to run then gives up, it's more likely to be the compressor its self. The capacitors involved usually are motor start capacitors and if they go bad, which is not uncommon, the motor may hum, but won't turn at all.
