I think what people are forgetting is that the one in twelve rise is also the safest in any climate because to have a bigger rise than that would create complications in cold and snowy weather.
One thing I did when we built our ramp was to do it with slats instead of the traditional sheets of plywood. The contractor used slats of 2 by 1, or maybe even a 1 by half inch slat laid across the width of the ramp. This not only makes it easier if the wood at any particular part of the ramp becomes weathered or loose, but also give what ever is going up and down the ramp a bit of traction. It also allows for the person to add treads on each slat, or every other slat to create an even more safer surface with which to walk or move on. The other thing he did was place a concrete entrance onto the ramp at the bottom, which gave it a more solid base from which to start the climb on.
