Problem with many commercial beepers is that they're made using "piezo"
technology and the noise they make is a "sine wave" or a pretty good
simulation of such.
That kind of wave form is very hard to localize since it has no "edges" 

for localization you need a square wave or some similar wave form with more
sharp edges to it.
More of a raw sound or a buzz than a clean tone.
