When I was young, the house we lived in had an access pannel where you  
could get at the pipes etc. However, there were no shut off valves for  
the tub either. I often wonder if they have these. Actually in the  
house I am in now, there are two gate-valves in the back room where  
the washer is. Now to get at those which does shut off the water for  
the tub, you have to grab a step stool. I will eventually replace  
these with ball valves which I like so much better.
